El fútbol es el deporte que menos ha evolucionado desde que se inventó. Todos los deportes han ido adaptando y modificando sus reglas para que el espectáculo sea cada vez más atractivo, o utilizando tecnología moderna para conocer al ganador, para apreciar mejor las infracciones de las reglas o para dar instrucciones a los deportistas. Sin embargo, el fútbol es un deporte Conservador, en el que la introducción o modificación de una regla precisa de muchos años: tarjetas (amarilla y roja) y cambios de los futbolistas durante un partido, son las dos modificaciones realmente relevantes en los últimos cien años de la historia del fútbol. No es bueno que los dirigentes del fútbol mundial sean Conservadores, pero es mucho peor que los futbolistas, aficionados y periodistas también sean Conservadores.
